why would establishing a Youth Club be better than opening a Drug Rehab centre???

I would go with a Youth Club, because more youths would utilize it, then anything, and it would keep kids off the street, so that they may not get into drugs.

I think someone who gets more than 1 DUI definitely has a problem. If so, I think to be sentenced to a rehab clinic would be far more suitable then to do community service, or just a few days in the county jails. They need to get rid of the source of the problem. Drinking. Do you agree?
